This is not really a relocation but after I took the stock rack off I went with the Harley "layback" license plate holder. I also have the docking points and the two up detachable tour pak rack (Harley). Their instructions say it won't fit with the layback but it does.(I have an older King Tour Pak and the bottom is made different from the new ones, maybe this is why) The guy at the dealship said they made two of these laybacks, this was the one they had in stock. Also it lined up and bolted to the same place the police license plate bracket does. Which is a chrome "u" shaped bar that runs paralell to the fender on both sides and across the back of it. Also unless you replace that bar its gonna have the holes in it. Some of the non police bikes I looked at did not have the holes in them some did with the plates mounted to them. They have a straight up and down one they sell that bolts to the bar, but at least here, they don't stock it. It cost around $20 ordered and the detachable rack will work with it. Both cover the holes and require no drilling.
I've seen some Harley kits were you can relocate it under the tail light. I suppose this includes a new lense with the clear spot on the bottom versus the top. Not sure if they reqire drilling or not but they look pretty nice.
